seldom requires such treatment especially in the initial

stage. As specialist experiments are not visualised, the

services of the Biology Department do not appear to be

needed. Unless development proves to be of an

extraordinarily progressive nature it is considered that

the employment of specialist officers is unlikely to

eventuate.

It has been stated that part of the duties of the

Agricultural Section will be to disseminate information

by means of pamphlets, etc. This indicates the necessity

of making provision for this service. At the same time

it is necessary that the Department should publish a

Bulletin or Journal in order that results of experiments

and general information on forestry, agricultural and

botanical matters shall be available for distribution to

other Colonial Departments. Provision for such a service

has been included in the general estimate of costs.

(d) with the provision of an Agricultural Section it is

considered that the appointment of an Agricultural

Advisory Board is a natural progression. This Board,

which should be composed of official and unofficial

members, could do much to ensure the success of any

efforts in agricultural development which may be made,

as the personnel of the Board should be such as to

represent all aspects of and problems connected with,

the matter.

(e) Finally, it is considered that success in this matter

depends on (i) the provision by Government of a definite

Agricultural Section (ii) the co-operation of other

Government Departments concerned with the New Territories and (iii) the advice and assistance of an Agricultural

Advisory Board.
